According to the Beijing Municipal Environmental Protection Bureau, starting from September 1, Beijing, Tianjin and Hebei will simultaneously implement a new environmental protection standard for architectural coatings and adhesives, namely the "volatile organic compound content limit Standard for architectural coatings and adhesives", and control the whole process of the production, sales and use of architectural coatings and adhesives. Thus reducing VOCs disorganized emissions from the use of these products. The Environmental Protection Bureau expects that after the implementation of the "Standard", it can reduce VOCs emissions of architectural coatings and adhesives by about 20% to 40%.
The "volatile organic compound content limit standard for Architectural Coatings and adhesives" is the first unified standard jointly issued by Beijing, Tianjin and Hebei in the field of environmental protection on April 13. It is mainly used for the control of architectural coatings, especially for several types of architectural coatings with large usage, including interior wall coatings, exterior wall coatings, waterproof coatings, floor coatings and building anti-corrosion coatings. If the coating products (wall reinforcement agent, wall middle layer paint, etc.) used in combination with interior wall paint, exterior wall paint, waterproof paint, floor paint and building anticorrosive paint) need to be included in the control according to the corresponding products. If only used in the industrial field (such as: furniture enterprises furniture production process use) paint, adhesives are not in the scope of control.


In addition, the Environmental Protection Bureau said that this standard put forward mandatory packaging marking requirements for architectural coatings and adhesives, that is, in the Beijing-Tianjin-Hebei region, the production and sale of products specified in this standard, in addition to the original product description, need to supplement the following content on the packaging mark (for example, refer to Appendix A) :

a) Product types and uses specified in this standard.

b) The content of volatile organic compounds contained in the product can be expressed in one of the following two forms:

1) Volatile organic compound content;

2) Volatile organic compound content does not exceed the limits specified in Table 1.

c) For products that require dilution during construction, the recommended dilution solvent and dilution amount must be shown (no explanation is required for adhesives or architectural coatings diluted with water). For products composed of two or more components, the construction ratio of each component must be displayed.

Hu Zhongyuan, chief engineer of Chenyang Water Paint Technology, the core drafting unit of the "volatile organic compound content limit standard for architectural coatings and adhesives", believes that the "volatile organic compound content limit standard for architectural coatings and adhesives" puts forward stricter limit requirements for the VOCs content of architectural coatings and adhesives, which is basically the most stringent requirements in China's current relevant standards. It is basically equivalent to the relevant international standards. With the implementation of the standard, the survival of the fittest will accelerate the reshuffle of the painting industry.

The test of volatile organic compounds (VOCs) in exterior wall coatings shall be carried out in accordance with GB 24408-2009 Appendix A, the test of moisture content shall be carried out in accordance with GB 24408-2009 Appendix B, and the test of density shall be carried out in accordance with GB/T 6750-2007. The calculation of the test results of primer and top paint products shall be carried out in accordance with A.7.2 in Appendix A of GB24408-2009, and the calculation of the test results of putty products shall be carried out in accordance with A.7.1 in Appendix A of GB24408-2009.

The detection of volatile organic compounds (VOCs) in interior wall coatings and volatile fixed waterproof coatings shall be carried out in accordance with GB 18582-2008 Appendix A, the detection of moisture content shall be carried out in accordance with GB 18582-2008 Appendix B, and the detection of density shall be carried out in accordance with GB/T 6750-2007. The test results of primer and top paint products are calculated in accordance with A.7.2 in Appendix A of GB 18582-2008, and the test results of putty products are calculated in accordance with A.7.1 in Appendix A of GB 18582-2008.

The detection of the film gloss of the interior wall coating was carried out in accordance with GB/T 9754-2007, and the test condition was (105±2) ℃ and dried for 2 hours.

The detection of volatile organic compounds (VOCs) in reaction-curing waterproofing coatings is carried out in accordance with Appendix A of JC 1066-2008.

The detection of volatile organic compounds (VOC) in floor coatings is carried out in accordance with the provisions of GB/T 22374-2008.

The detection of volatile organic compounds (VOC) in waterborne building anticorrosive coatings is carried out in accordance with the provisions of GB/T 23986-2009, in which the detection of moisture content is carried out in accordance with GB 18582-2008 Appendix B, and the detection of density is carried out in accordance with GB/T 6750-2007. The calculation of the test results of coating products is carried out in accordance with 10.4 of GB/T 23986-2009.

The testing of volatile organic compounds (VOCs) in solvent-based building coatings is carried out in accordance with Appendix A of GB 30981-2014.

Volatile organic compounds (VOCs) in adhesives are tested in accordance with Appendix F of GB 18583-2008. (Beijing Environmental Protection Bureau)
